Joshua Holt
Founder & CEO, Resilient Health Outreach
Army Veteran | ICU Nurse | FNP Student 

Joshua Holt is a disabled Army veteran, critical care nurse, and the founder of Resilient Health Outreach. He served six years in the U.S. Army, and upon separating from service following a combat deployment to Iraq, he continued to support American missions abroad—spending 11 years with the U.S. Department of State in Iraq and 6 years with the Department of Defense in Afghanistan.

After returning home, Josh transitioned into healthcare, earning his BSN and becoming a full-time Medical ICU nurse. He is currently a Family Nurse Practitioner. His unique background—combining military operations, austere environment logistics, and frontline clinical care—provides the foundation for RHO’s global medical mission.

Josh founded RHO with the belief that the drive to serve doesn’t disappear after the uniform comes off. Through RHO, he channels the skills and experience of veterans into meaningful global impact—restoring purpose, promoting emotional well-being, and delivering sustainable healthcare support to communities in need.

Kobe Yeboah
Executive Director, International Programs

Born in Ghana’s Volta Region, Kobe Yeboah brings a global perspective rooted in lived experience and refined through decades of service. After immigrating to the United States and earning his citizenship, Kobe enlisted in the U.S. Army as a combat medic—deploying multiple times in support of combat operations and humanitarian missions. His military career laid the foundation for a lifelong commitment to frontline service, blending tactical skill with cross-cultural empathy.

Following his time in uniform, Kobe continued to serve U.S. interests overseas through advisory and security consulting roles, operating in complex environments where diplomacy, trust, fluency in five languages and readiness were essential. His entrepreneurial spirit later led him to co-found Mogitized, a firm delivering tailored services for small businesses, while also pursuing creative work as a director and writer.

At Resilient Health Outreach, Kobe leads international program development—bridging continents, cultures, and logistics to expand RHO’s medical mission into underserved regions. His leadership ensures that veteran-led teams deliver not only aid, but sustainable impact—fostering local trust and operational excellence in every mission abroad.

Dr. Kofi Wurapa
Chief Medical Officer

Dr. Kofi Wurapa is a board-certified Family and Preventive Medicine physician with over two decades of leadership across military, clinical, academic, and global health settings. A U.S. Army veteran, he served as a Brigade Surgeon and Director of Emerging Infectious Diseases, overseeing high-level biodefense initiatives and earning the Bronze Star and Legion of Merit for exceptional service.

Dr. Wurapa holds a Doctor of Medicine from Penn State and a Master of Project Management from the University of Maryland. His post-military career spans urgent care, research, and international mission work—including founding Military Tropical Medical Missions, where he led field operations and advanced tropical medicine training abroad.

An experienced educator and advisor, he holds adjunct roles at Bowie State University, Uniformed Services University, and more. Licensed in multiple states and active in organizations like the ASTMH and ACPM, Dr. Wurapa brings unmatched expertise in clinical strategy, tropical medicine, and veteran healthcare leadership to RHO’s global mission.

Ian Striplin
Director of Global Logistics and Planning

Ian Striplin brings over two decades of operational experience spanning military leadership, high-risk international security, financial analytics, and urban development. A United States Marine Corps veteran and former security specialist supporting U.S. State Department missions in Iraq, Ian has a proven track record coordinating complex international operations under pressure.

Following his government service, Ian applied his strategic acumen to roles in logistics sales, finance analysis and equity research before transitioning into community development with Shea Homes. He holds an MBA in Finance from Arizona State University and brings deep expertise in procurement, strategic planning, and cross-sector coordination.

At Resilient Health Outreach, Ian leads global logistics and long-range planning, ensuring every mission is backed by disciplined structure, agile supply chains, and foresight-driven readiness. His leadership helps transform vision into viable field execution—bridging strategic intent with boots-on-the-ground impact.

Hailey Sheridan
Medical Specialist

Hailey Sheridan is a registered nurse and former U.S. Army Nurse Corps Officer with over six years of clinical and leadership experience in both military and civilian healthcare. Her career began at Walter Reed National Military Medical Center, where she provided frontline care, mentored junior staff, and helped establish medical units supporting both the COVID-19 response and Afghan refugee operations. She later served at Martin Army Community Hospital, overseeing compliance, training, and patient care across multiple inpatient units while continuing to practice as a bedside nurse.

Transitioning to civilian healthcare, Hailey brought her expertise in intensive and post-anesthesia care to the University of South Alabama’s Neurosurgical and Medical ICUs, and now serves in the University of North Carolina’s Ambulatory Surgery Center. Her background includes advanced skills in ventilator management, invasive hemodynamic monitoring, and rapid emergency interventions—always guided by patient advocacy and multidisciplinary teamwork.

At Resilient Health Outreach, Hailey serves as a Medical Support Specialist, where her blend of military discipline and clinical excellence strengthens veteran-led medical missions. Her dedication ensures that RHO teams provide not only high-quality care but also stability, compassion, and trust to underserved communities around the world.

Lucas Sheridan, D.O.
Medical Specialist

Dr. Lucas Sheridan is an Integrated Interventional Radiology resident at the University of North Carolina, bringing together advanced medical training and a foundation in military service. A former Army National Guard officer and now serving in the U.S. Army Reserves, Lucas combines the discipline of military leadership with the intellectual rigor of medicine and research. He graduated salutatorian from the Alabama College of Osteopathic Medicine and earned distinction as a Distinguished Military Graduate through Army ROTC at the University of Tennessee.

His career reflects a deep commitment to advancing healthcare knowledge—authoring peer-reviewed publications and presenting research at national and international medical conferences, including the Society of Interventional Radiology. He has taught and mentored across multiple settings, from academic medicine to public health outreach, and remains dedicated to translating complex science into meaningful clinical practice.

At Resilient Health Outreach, Lucas serves as Medical Advisor, guiding program development and clinical standards. His dual background in medicine and military service reinforces RHO’s mission to deliver sustainable, veteran-led healthcare support to underserved communities worldwide.

Sam Levine
Operations Specialist

Sam Levine brings more than a decade of leadership and project management experience to his role as Operations Specialist at RHO. A former Army Reservist and Department of Defense civilian, Sam has successfully led complex interagency programs within the Defense Intelligence Agency (DIA), where he built strategic partnerships and managed high-functioning teams across global security domains. His military background as a company commander for a 90+ soldier intelligence unit gives him firsthand insight into the demands of field operations and mission execution.

Now serving as a Project Manager at Urenco, Sam is overseeing the full lifecycle design and construction of the United States’ first advanced nuclear fuel (HALEU) facility—a groundbreaking project that highlights his technical acumen and organizational leadership. At RHO, he applies this same precision and initiative to optimize mission planning, improve field logistics, and ensure the seamless execution of international medical deployments. With a proven track record of operational innovation, Sam plays a key role in translating RHO’s vision into scalable impact across the globe.
