Joshua Holt
Founder & CEO, Board Member
Joshua Holt is the founder, CEO, and a board member of Resilient Health Outreach. A disabled Army veteran, he brings more than two decades of experience bridging military service, international missions, and frontline healthcare. After six years in the U.S. Army—including a combat deployment to Iraq—Josh continued to support U.S. interests abroad for 11 years with the Department of State in Iraq and six years with the Department of Defense in Afghanistan, gaining expertise in operations, logistics, and leadership in austere environments.
Returning home, Josh earned his BSN and became a Medical ICU nurse, later achieving his goal of becoming a Family Nurse Practitioner degree. His unique combination of military discipline, global mission experience, and clinical care expertise provided the foundation for creating Resilient Health Outreach.
As Founder, CEO, and board member, Josh guides RHO’s vision, governance, and growth. He ensures that the organization channels the skills and purpose of veterans into meaningful global health missions—delivering sustainable medical support, strengthening communities, and restoring a sense of service to those who have worn the uniform.
Heather Santagata Cook
Treasurer
Heather Cook brings over 15 years of expertise in financial planning, budgeting, and strategic analysis to Resilient Health Outreach. She has held senior leadership positions with Amazon Web Services, Citizens Bank, and currently serves as Director of Finance & Accounting at DiPrete Engineering. A proven strategist, she has successfully managed multimillion-dollar budgets, driven cost-saving initiatives, and overseen regulatory compliance across diverse industries.
Her earlier career as an Intelligence Analyst with the U.S. Department of Defense and Triple Canopy took her to Iraq and Afghanistan, where she supported high-stakes operations in complex environments. This unique blend of financial acumen, operational discipline, and global perspective strengthens RHO’s mission to harness veteran service for sustainable impact.
As Treasurer, Heather ensures strong fiscal stewardship, transparent reporting, and the financial health required for RHO to expand its reach and deliver care to underserved communities worldwide.
Carey Eichhorst
Board Member
Carey Eichhorst is a seasoned Human Resources leader with over 27 years of service in the United States Air Force, retiring at the rank of senior officer before transitioning to her current role as a Human Resources Strategic Advisor at Sandia National Laboratories. Throughout her distinguished military career, she commanded personnel divisions and support squadrons, directed human resources in deployed environments such as Iraq and Afghanistan, and oversaw personnel management for more than 100,000 service members across USEUCOM.
She later served as Commander of the School of Advanced Nuclear Deterrence Studies, where she shaped the next generation of defense professionals through advanced education and leadership development. In the civilian sector, Carey has continued her impact by guiding workforce development, diversity initiatives, and organizational strategy at Sandia, bringing the same high standards of leadership and resilience that defined her military career.
As a member of RHO’s Board, Carey provides critical guidance on personnel development, leadership resilience, and strategic governance. Her combination of global perspective, proven leadership in high-stakes environments, and commitment to organizational excellence makes her an invaluable asset to advancing RHO’s mission of transforming veteran service into sustainable medical impact.
Troy Anderson – Legal Representative, Board of Directors
Troy Anderson is an Assistant United States Attorney for the Northern District of New York, where he prosecutes complex criminal cases including narcotics, violent crime, and national security matters. A former Army officer and prosecutor in Boston, Troy brings a wealth of experience in law, justice, and governance to RHO’s board, ensuring the organization’s work is built on a strong legal and ethical foundation.
Jeffrey A. Kent – Board Member
Jeffrey Kent is a retired U.S. Army Sergeant Major with more than 38 years of combined military and federal service. Over his distinguished career, he held senior leadership positions across multiple commands, overseeing personnel development, operational planning, and interagency coordination in challenging environments worldwide. As a Sergeant Major, he advised commanders on force readiness, training, and the welfare of hundreds of soldiers, ensuring mission effectiveness through disciplined leadership and mentorship. Following his military retirement, he continued to serve the Department of Defense in senior operational and security roles supporting U.S. missions overseas. Mr. Kent brings to RHO exceptional experience in leadership, organization, and cross-cultural teamwork—skills vital to guiding complex humanitarian operations and empowering veterans to serve with purpose again.
